The description for this stated working condition. It came to me “overwound”. It will not run at all after being manually started. Seller stated I could return it if it wouldn’t run. Clearly it wasn’t operational before shipping. The packaging was excellent, lots of styrofoam and bubble wrap, a nice tight package. The shipping was prompt as was communication with the seller. I didn’t feel like paying shipping twice was cost effective so I won’t be returning it.
